Review of the Agent of Change principle at Brussels Regional Parliament

On Monday 31st of March, Brussels By Night was at the Brussels Regional Parliament, where the Territorial Development Committee met to review the Agent of Change principle—a key measure to protect the future of culture and nightlife. We were called in as experts by the Brussels Night Council to advocate for a fair and sustainable approach.
The Agent of Change principle ensures that when new residential buildings are developed near existing nightlife or cultural venues, it is the responsibility of the newcomer to implement noise mitigation measures, not the venue’s duty to adapt or close.
Already in place in cities like London and Toronto, this principle prevents the disappearance of cultural spaces due to real estate pressure and noise complaints from newcomers. Brussels’ nightlife is a vital part of its identity—socially, culturally, and economically. We cannot allow short-term urban planning decisions to erase decades of cultural heritage.

During the hearing, we also emphasized the necessity to address not only the future but also the existing venues that are already in a critical situation. We will continue pushing for policies that recognize the value of nightlife, ensure intelligent urban development and fosters coexistence of residents, businesses, and cultural spaces.
We hope the legal process will be materialised in the coming weeks and we thank the parliament for welcoming us.
